    The HRA Head is responsible for leading the overall Human Resources and Administrative functions of the organization, ensuring full compliance with Philippine Labor Laws, government regulations, and company policies. The role requires strong legal expertise in employee relations, due process implementation, case management, and organizational risk mitigation. Key Responsibilities 1. Labor Law Compliance & Legal Management > Ensure full compliance with the Labor Code of the Philippines and related DOLE regulations. > Oversee strict implementation of due process (Twin Notice Rule). > Draft, review, and approve: > Notice to Explain (NTE) > Notice of Administrative Hearing > Notice of Decision (NOD) > Demand letters (when necessary) > Represent or coordinate company representation before the Department of Labor and Employment (DOLE) and the National Labor Relations Commission (NLRC). > Conduct internal investigations and case reviews. > Ensure documentation is legally sound, evidence-based, and defensible. 2. Employee Relations & Case Management > Lead investigations involving misconduct, negligence, fraud, harassment, or conflict of interest. > Ensure procedural due process is properly documented. > Maintain confidentiality of sensitive matters. > Oversee grievance handling and disciplinary actions. 3. Policy Development & Governance > Develop and update HR policies aligned with labor standards. > Maintain and enforce Code of Discipline. > Establish SOPs for incident reporting, due process, and employee case management. > Ensure policies are compliant with current labor issuances. 4. Standard Operating Procedure Development > From First phase to full implementation and monitoring > Flow chart creation 5. Performance & Organizational Discipline > Oversee Performance Improvement Plans (PIP). > Ensure performance documentation supports management decisions. > Provide legal risk advisory on termination, suspension, promotion, and transfer decisions. 6. Recruitment & Workforce Compliance > Ensure employment contracts are legally compliant. > Oversee probationary evaluation and regularization process. > Approve manpower requisitions aligned with business needs. 7. Performance Management > Can create and knowledgeable in KPI’s > Performance Metrics and Monitoring 8. Administrative & Corporate Oversight > Supervise Administrative, Facilities, and IT support functions. > Oversee vendor contracts and company asset management. > Implement risk mitigation measures across HR and Admin functions. 9. Knowledgeable in all facets of HRA and Strategic HRA

Qualifications

  • Requirement

    > Bachelor’s degree in human resources, Psychology, Business Administration, Law, or related field. > At least five (5) years consecutive managerial experience as HRA Head or HR & Admin Manager in a corporate setting. > Minimum of 8–10 years total HR experience. > Strong working knowledge of Philippine Labor Laws and due process procedures. > Proven experience handling DOLE/NLRC cases. > Experience in drafting legal HR documentation and managing administrative hearings. > High level of integrity, confidentiality, and sound judgment.
