The QA/QC Manager will be responsible for the overall quality management of an international JICA-funded infrastructure project. We are looking for a seasoned Filipino Civil Engineer with a strong background in high-standard road construction and a proven track record in overseas projects. The ideal candidate should have professional experience dealing with DPWH standards and the adaptability to lead quality control for tunnel structures (Concrete Lining/Portals) in a multi-national environment. <Key Responsibilities> - Quality System Management - Inspection & Testing - Material Approval - Non-Conformance Management - Site Audits - Documentation & Reporting - Stakeholder Liaison - Providing Training: - Road & Pavement Quality Control - Structural Concrete Oversight - International Standards Compliance - Inspection & Documentation

Requirement

<MUST> - Bachelor’s Degree in Civil Engineering and mandatory PRC License (Licensed Civil Engineer). - Minimum of 7 years of professional experience in major infrastructure, with at least 3 years in a managerial QA/QC role. - Proven overseas work experience (e.g., Middle East, Southeast Asia, or Africa). - Comprehensive expertise in soil mechanics, asphalt technology, and structural concrete. - Experience in tunnel-related concrete works, including thermal control and waterproofing. - Superior English communication skills for technical reporting and high-level meetings. <Better> - Experience working on DPWH-standard projects (either within the Department or with a Contractor). - Previous experience in JICA, ADB, or World Bank projects, particularly understanding "Concurrence" processes. <Soft Skills> - Adaptability to multi-national environments and remote site conditions. - Leadership ability to mentor and manage a team of inspectors and technicians under tight schedules.
